Listed as cultural heritage, the City Public Library is located at 19 Marechal Floriano Street, in downtown Santa Cruz do Sul. The Municipal Department of Culture is also in the building.

The construction, which began in 1899, when the local government decided to install a new jail to replace the existing prison, was only completed in 1910.

In the 60s, the population began to question the location of the prison. The building, had brick masonry, but the wooden floor and ceiling facilitated escapes. In addition, some cells had windows facing the side street and prisioners were often seen talking to pedestrians. In 1970, constructions began on a new prison, far away from downtown. A day before Carnival, in 1977, the prison was inaugurated and during the holiday the 45 prisoners were transferred. To this day, the building houses public offices.
